you should add a head of police role so that officers may be designated at the start of the round.

Try to make it a bit longer. Posting it on somewhere else like the Idea Swamp would have been better, since this is too short to be its own topic. Edit: Either make it larger with more ideas and detail, or just post is on somewhere like the Idea Swamp and this topic will be locked.
